The turbo whistle is created from the turbo chargers turbine. Whenever the driver adds up gas to the engine, it spins more and more and the sound is getting sharper and sharper. This is the whistle when going up in the RPM scale, and also there is one more whistle that is created when going to lower RPMs.

This whistle going down is louder than the first one because here the turbine is already at high RPM.
